Enterprize Energy was one of the first companies to undertake scoping studies into the potential for offshore wind deployment in Taiwan, prior to the Bureau of Energy’s announcement in 2015 to formally invite tenders for offshore wind power development.  Following this, EE submitted plans for the Hai Long Offshore Wind Farm located in the Taiwan Strait. 

Consisting of 3 projects totalling 1044MW the project is co-developed by Yushan Energy (20% Enterprize Energy and 20% Mitsui Co. Ltd.) and the Canadian company, NorthlandPower, (NPI) (60%), who joined the project development in 2016.

The project is in an advanced stage of development with FID expected in 2022, and COD expected in 2025-2026.  Hai Long 2a is 300MW, secured with a 20-year Power Purchase Agreement (PPA) from Taipower. Hai Long 2b is 232MW and Hai Long 3 is 512MW and were both successful in the Taiwanese Government’s auction process. 

Hai Long wind farm is located between 50 and 80km from the shoreline of Changhua County.  Our sites have wind speeds that rank in the top 20 around the world, with secure grid connection dates for Hai Long 2a in 2024 and 2b and 3in 2025.

All permits for the project’s environmental and planning consents have been awarded and signed, including the following:

  • Environmental Impact Assessment, (EIA)approval,
  • Grid connection agreements,
  • Ministry of Interior (MOI) permits,
  • Ministry of Culture (MOC) permit,
  • Fisheries Agency (FA) approval,
  • Bureau of Energy (BOE) permits/approval,
  • Power Purchase Agreement (PPA) for HL2a,
  • Changhua County Government permits,
  • Land and seabed permits,
  • Onshore rental agreements.
